Any single speed engine that does not exceed 50cc may be considered a MA approved engine. You simply self certify by competing the following 2 certificates:

1. BICYCLE CONVERSION to MOTORIZED BICYCLE (MOPED) AFFIDAVIT of OWNER; https://www.mass.gov/files/document...orized Bicycle (Moped) Affidavit of Owner.pdf

2. Motorized Bicycle (Moped) Registration Certificate.

Although there is no restriction I wouldn’t list hp more than 2 - 2 1/2.

If your worried about any stickers or decals on the engine that may contradict your self certification just remove them. You can put your own stickers on for that matter.

The law somewhat contradicts itself by saying a Motorized bicycles maximum speed can be no more than 30 miles per hour but than goes on to say Motorized bicycles may not be operated at a speed greater than 25 m.p.h. Huh?

Anyway the easiest way to control speed is simply by using the throttle, however if you have a tendency to be heavy handed and lacking in self control just load up the final drive gear ratio until it won’t exceed whatever speed you want at full throttle.
