Tom I don't know about other states but here in Georgia we have to pedal start, also can only have one speed and restricted to 50cc. If done right a 2-cycle will give good service, one of my builds is now 7 years old.

Sorry to hear that Greg, other than that. Find a analog torque wrench 1/4" drive. Simply bar pointer, and graduated scale. Mine reads both ways in inch pounds and Newton Meters. Hunt Ebay, bought mine new nearly fifty years ago and work and looks like new.

We have a lot of members here with different skills and mechanical backgrounds, if a person will search the forum they can find just about everything they need to know. Reading doesn't beat hands on but is still helpful information. Funny you talked about torque wrenches, some jobs don't require them but every one I've had does, at present I have five, all for different purposes.
