I have a super rat not much on hills. I live in n.w. Florida, not long hills but steep. Will a 4 stroe work with the standard kit?

Welcome to the forum!
Try asking your question in the 4 stroke section.
FWIW, 4-strokes have more hill climbing torque, but a 2-stroke can be geared to climb a hill just fine. Shift kits can give you the best of both hill climbing torque and flat ground top speed.
I have a question for you though, what do you consider a "standard kit" ?
4-strokes mount to a flat plate which mounts to the bicycle frame, They do not have built in mounts like the super rat does.
