Pulled over in Kansas for being on highway

I got pulled over a few days ago on the highway towards Walmart in my hometown. I told the cop that I had talked to the courthouse and that they said I could ride without title, insurance, etc. I was going below 20 mph (Im on the shoulder of the road btw). All in all I didn't get ticketed but I did get forced off the highway.

In Kansas the laws regarding motorized bikes state that I can ride on "Public roads". Wouldn't that mean I could go on highways? Normal bikes aren't even bothered on highways and there is no minimum speed limit on this highway. Thanks for the help.
 
I usually carry in my tool pouch a copy of the state law regarding MB's. Haven't had to use it in the past 5 years, but you never know. Just be smile'n and respectful --- that usually works in almost any situation.
