E bikes scare people and actually have accidents with people because their traveling at a higher rate of speed than a normal pedal bicycle
For this reason their starting to be banned from Park trails all over the USA
Once upon a time the M/B could go on trails too, Yes the noise was a problem but mostly they were banned because they travel at a higher rate of speed than a normal pedal bicycle.
CA has already started banning all E bikes on many Beach and Park trails.
Each park in each town, or city in CA. can make their own rules about E Bikes
Many are choosing to ban them on their trails.
A ticket of $100 seems to be the standard fine.
Also Kids with their fancy fast E Bikes were racing and tearing up these trails, scaring the crap outta everyone, So naturally something has to be done to keep the Peace
I have a bell for that purposeI noticed an off road electric trail bike in the State CA Off Road MC Park. Was very quiet except for sound of chain moving. I know some electric cars make a sound through a speaker so to alert those pedestrian that one is backing up or approaching or something. Not sure if that would be something added eventually to the bikes or MC on or off road?

I wouldn't really have a big problem if they did ban eBikes from the trails, because that would force them all into the street, and that would have the effect of promoting faster eBikes. eBikes need to be able to ride at traffic speed on the street to be safe.

the trail by me has no motor vehicle signs but the mail man uses it so I'm not worried

I got my notorcycle license the day (minute) I turned 15 in 1968 . I'd already been riding with no license for about 2 years. Back in those days a 15 yr old could only ride a motorcycle up to 5 hp. My S90 suposedly had 8 hp. I used to get pulled over a lot, and the cops near the high school knew the law. My loophole was I never carried my license. so the cops didn't know my license was restricted, and wrote me a ticket for no license., When I showedup in court with it, the court clerk would dismiss it. They figured a way around the law too.
It really has 4.5 HP and will hit 45 mph easily, but they restricted it to only have 1.95 HP and a top speed of 25 mph. So Whizzer dealers could sell it legally in most states like CA. as a M/B
In CA. HP under 149cc with a top speed over 30 mph is a Motor Driven Cycle and have to follow the M/C registration rules.
I registered my Whizzer as a M/B in CA. She has a top speed of 50+mph and I've never been stopped by the law either, Only time I was stoped, the Cops wanted to check out my Ride

I understand your concerns, but I think they're overblown. 50 years ago my juvenile delinquent riding buddys were breaking the law on our little motorcycles as bad or worse than anyone is now. From my observation these guys are more mild than wild. They actually stop at red lights, and sit there. If a cop tried to pull them over, they'd pull over. No one even lit up a joint. I'm pretty sure everything will work out fine for everybody.These kids and adults riding on and off side walks not obeying the laws on these fast e Bikes

California will ban e bikes soon enough back in the olden times I had a 72 Kawasaki 100 not a enough power to get banned over... The '82 250 was another story... The cops would show up just starting it...Kids will be kids

I never had a M/C or D/L at that age and I went in and out of a Military Air Force gate

The one time I got caught from running out of gas someone hit a moose and the game patrol had to let me go to respond to the call...
