new 100cc build done wont start ??

There's simply way too many things it could be right now... You've obviously done something wrong in the building process. (or it could be something as simple as the choke lever in the wrong position)?
I suggest re-tracing every step & checking the instructions very carefully.

Well need a bit more back ground info then it wont run....

Does the clutch grip the motor released?
Does it turn over?
Did you check and see if it has spark?
Make sure fuel is going to the carb?
If you have spark did you put small amount of gas in spark plug hole reinstall it turn it over to see if it runs to rule out no fuel from carb?
Is the choke on?
Many things to do in steps to see what issue is. It does run could mean so many general things you need bit more info!
