Im new to riding with a small engine and having a grand ole time with it... i recently bought a used huashengtaishan 38cc 4 stroke which i mounted on my mountain bike with a friction drive kit and all was fine and dandy until i changed the oil. I followed the instructions on the sticker which says fill up to the neck so i drained the old oil and filled it up. the next day I went to start her up and got 1 or 2 full pulls then it would only go half way and seem to pull back or tighten up half way out. I thought it was the cord but took that off and it works fine then tries to turn it over and the 1st 2nd and 3rd revolutions tuned easy thennit would tighten up and become hard to turn.. it would but make sound like it was pumping oil. I look around take the cover off the carb and oil is everywhere same with muffler all in side i haven't taken the carb off yet but im sure its coming out there also. so im thinking i put too much oil.. So ive since cleaned all that up drained the oil and it still turns the same way. Did i throw the timing off or what could be wrong in this case. Im confused as to why i can turn it few times but it tightenes up and is hard to turn after a few turns. Please help i do not want to take it into the shop.
