lacing mismacthed wheels

i've got a hub with 28 holes and a rim with 36 holes, can it be laced up into a wheel. anyone done it before.
 
i've never done it, but i know it's possible. dunno what kinda strength it'll have, and it doesn't look easy.

i just googled "lacing a 36 hole rim to a 28 hole hub" and a bunch of stuff came up. dunno if any of it works.

yeah i found a bunch of stuff on google too. i spent most of last night trying to lace it up and had no luck, looks like to do it you need more that one length of spoke. to bad because i have a pair of really nice honda moped hubs in 28H, i'm wanting to use 24 inch rims and can only find 28H 24" in 26mm road bike style. i need a wide rim for the fat tires i want to use.
 
all the vintage 24" bikes i have came with 28 hole wheels, and they all took 2.125 tires. you might be able to pick up some used ones somewheres.
 
i'm looking to use 3" tires, went ahead and ordered some SA drum hubs, front with dyno and rear with 3sp. i'll save the honda hubs for a 26" build.
