Illinois Laws On Assisted Bike

I got pulled over today in Mattoon IL, and he states that I needed to follow the rules of the road and get a drivers license and insurence. I need someone to give me a site for Illinois state laws on these bikes. Its my only way around and I know I dont need a license or insurence but need a way to prove it also...I have a 66cc motor but I want a way to make it a 48cc I need a site for the metal plates but shhh dont tell the fuzz
