Wheel and Tire help

Talk about strange, I was headed to my friends to tig weld up a drumb brake hub that was for a 26 or 28 spoke rim (I can't exactly remember) so I could drill it out for a 36 spoke rim. I stopped at the recycle center on my way and found something I thought I'd never find in there and at $4 I couldn't pass it up. As I was carrying it I realized the tire felt solid like it is overfilled with air. There isn't a tire valve but there is a hole in the rim for one. My question is can I put a regular tubed 26" bicycle tire on this rim?

Use the solid tire to beat people who loiter asking questions in your shop.

you found a worksman wheel off the front of their industrial trikes.

cut that tire off and use whatever tire and tube you want.
