I think I might have thunk of a loophole. Even though new motors are supposed to have EPA certification, it's probably not against EPA rules to ship replacement parts to the us. lets say someone went to China and bought a container of replacement parts, and once back in Amerika those parts happen to get assembled into compete motors. Who's going to know?

I was thinking along the same lines, bgf sells a engine by it self as a replacement. So it would not be hard to assemble a kit from all the parts they have on their e-bay site.
