What to do when restoring a bike that's been sitting for a 2-3 years?

I've had my cruiser with a 2 stroke kit sitting in my garage for 2-3 years, and I want to get it up and running again. The last I remember, old gas caused the carb to go bad so the first thing I'll need is a new carb, new fuel, and a way to clean out the old gas tank (maybe just run some new gas through it and let some of it go to waste?). Other than that the rest of the bike looks to be in good shape.

Here are some plans of mine, but I'm looking for other things to add:
  • Unmount & Remount engine, with some fresh loctite.
  • Spray some brake clean on the chain and then spray it with some new chain oil
  • Check the brakes and other misc nuts and bolts
  • New tires
 
Before you replace the carb Joe, get a can of Sea Foam and used as directed with fresh gas. Sea Foam has brought back to life many a 2stroke. Be it outboard, chainsaw, weed whacker, or MB. Good to use on stored 4strokes too.
