trouble with keeping 1999 Whizzer running

my grandpa and i bought a Whizzer and it hasn't run for a long time. It will start with starting fluid but won't keep running. anybody have any ideas?

Take the fuel line off at the carb to make sure gas is flowing from the tank. If that doesn't help, take the carb apart & clean it.

The carb jets are plugged , do as Jb said and clean it up.
