And here are my thoughts on Motorized Start Up

Frame Moutain bike frame Four stroke motor under 50 cc
Best Seat and back pad bright light on front turn indacators..

Bike tires for all conditions Reflectors on wheels and back of bike.
If possible 1 gallon fuel tank and gauge, proper Helmet
Good outterwear gloves. dog mace So A Start Roco
 
The 49cc four stroke china kits go 25mph.
If you buy a 50cc dirt bike engine you might get a little more.
Try a predator 79cc engine and put a 49cc sticker on it.
