I hope you're able to get it at least somewhat legal. If not, just put a radar detector on it . . . wait, no, they can detect those now. Uh, maybe you could just install some large mirrors.

I wish my state (Indiana) would also raise the acceptable engine size to 100cc. That would be schweeet. The prices for 50cc 'peds would probably go down, and I could quit worrying about my oversized China Girl being outside of legal limits. Not that many people care about engine size around here. People ride unregistered 100cc and larger 'peds around here without much bother from the men in blue.

could ride no problem. I'm still getting a hassle even with all
the paper work as now they're telling me to take it down to
the police dept. and have them check it out first.
I decided to put my time instead to changing out the seat.
I've noticed some really amazing seats on bikes so I thought
I'd give it a shot.
I picked up some scrap tooling leather and worked it with some
rounded screw drivers and an x-acto blade to copy a design
from a Metallica t-shirt. Now I'm trying to figure out how to lace
it up to fit a seat I bought.

From what I remember another member on here from Michigan said is they just want them to check it for the other safety stuff on the form that they have you fill out. Then they will collect what ever taxes they say is due and issue the needed stuff.
 
If that's all that would be fine. They may notice it being
a 3hp, no tail light and maybe unsafe to ride. When it gets
warmer I'll put it on a rack and take to the police station
and see what they say about it.

Is it under 100cc because the new regs only stated 100cc and the HP rating was no longer on the form?

These are their main requirements now and as you can see there is no HP rating now.
● The engine does not exceed 100 cc’s piston displacement,
● The power drive system does not require the operator to shift gears, and
● The top speed is 30 miles per hour or less on a level surface.

The booklet they gave me said 2hp or under. But it was old.
I believe the Tecumseh 3hp is under 100cc. Not sure.
Strange that they would get rid of horse power rating since
a Briggs 4 cycle engine tricked out for go cart racing can be
as high as 21hp.

Did the booklet have the 100cc rating in it or the old 50cc rating limit in it? That would be the key to if it is a current up to date booklet.
 
The booklet had the old 50cc rating in it but she crossed
it out and wrote 100cc. It seems to me they're worried
more about registration numbers. The beginning numbers
on my frame for model is 125. Which I believe might mean
125cc Pepi.
