PZ19 Carburetor question

I have this new PZ19 Carburetor and wondering if anyone knows what this bottom bowl hose connector and little hole is for on top? Maybe I am supposed to connect a gas line from bottom to top? Fuel seems to pour out of the top hole when I tilt the carb upside down. Also anyone know best way to tune this carb? I’ll supply photos

Welcome to the forum who ever you are.
Photo no 1 is a float bowl drain. I extend it with some Tygon tubing. Just to the right is the drain valve screw.
Photo no 2. is the idle adjustment screw which corresponds with a taper slot in the throttle slide. In faster out slower.

I believe picture number 2 is a vent hole for the float bowl
