To do it properly, you need to set up a timing wheel, I use a cheap protractor from the news agent, costs $1.
Find TDC, accurately, for this you need a dial gauge or do a squish test.
Ideally, next you want to find when your transfer ports are opening, and adjust your base gasket to suit. If your transfer port roof is flat, I usual aim at 123 deg ATC, If they are ramped,120 deg.
Inlet should close around 60 deg ATDC.
Set you engine to desired inlet closing time, and scribe a line on piston, will usually be only 2 or 3mm from bottom of piston skirt.
This will unlikely open the inlet port fully at TDC,
But I believe this is the correct way.

How would one adjust base gasket to suit where the transfer port is opening. And doesn't a transfer port just have an inclined opening, not a roof.
It sounds correct but im not exactly sure how to do this

It's not exactly off topic and I don't mind helping, but I feel that maybe your questions should be answered in there own thread?
 
LOL hah ha !! The jug 's in the fridge full of juice !!
Advice : if you don't know what or where the "jug" is then you should really reconcider an attempt of any kind of getting too close too any engine parts with that dremell of yours !
 
Do you have an 80cc engines with smaller front and rear mounts for an old bike like my 1935 Rollfast frame.
