phatmoto throttle problem

i have a 2023 phatmoto allterrain with a lifan 79cc 4 stroke motor after i got done installing the throttle cable the handle will only rotate a half inch not allowing the bike to go over 5 mph but if you look at the plastic throttle piece at the top of the carb it looks like the plastic nub is stopping it from accelerating further
