No Throttle Response

I just put together my first 2 stroke conversion kit and was testing it out only to find that my twist grip has no control over the throttle. I make sure the carb and twist grip were set up correctly and was wondering what the problem might be. It seems like I can control the idle speed slightly using the choke lever, but the idle screw did just about nothing. This is a 60cc two stoke engine with a NT carb and I know that those carbs have an adjustable pin but I don't know what those adjustments mean and could that be the problem?

first thing is to be sure slide is right side up and that twisting throttle moves slide all the way up/down in carb - easy to pop carb off and look inside while twisting
