Be aware Florida has procedure RS-68 which allows you to make a self-built moped using a bicycle frame. Some parts of Florida aren't very strict about enforcing the guidelines as long as you obey all traffic laws. Other parts of Florida are very strict on enforcing procedure RS-68 guidelines.
