new motor will not start at all

If something is marginal, as it can be with engines of this caliber, having twice ad much gas in the fuel to air ratio can make a big difference.
 
Try this simple test.
Mix some 16:1 and some 32:1, and in a safe place, and light a tiny bit of each on fire.

Wonder no more.
