Mounting the motor on water bottle holes

I have a bike I would like to put a motor on but the frame is too large for the motor mount and I do not want to drill a hole in the frame. The frame already has two holes for fitting on accessories. Are these strong enough to hold the motor? The frame is made from steel.

My kit came with an adapter for that purpose, does your kit not have this piece? Larry

if frame is not too wide, then longer studs can be made by sawing off a threaded rod - take screws out of those holes and drill a hole in a bit of PVC and put that over holes to get flat mounting surface
 
The holes for the bottle cage are just threaded rivets pounded into the tube. They break loose all the time. If you're thinking of making a mount using those holes, it will fail.
