Is it better to mount the engine forward on a bike or towards the back?

Don't really understand your question. Are you comparing an in frame mount to a rack mount?
In frame means the engine is mounted in the location usually associated with motorcycles...somewhere down low between the rider's legs.
A rack mounted engine is installed behind the seat, or saddle.
You'll need to be more specific with your question.
Both methods have advantages and disadvantages.
