Some information I found from DMV:


"To be eligible for on-highway registration, your OHV must be manufactured for both on and off-highway use.


Motorcycles manufactured after 1978 with an engine size of 50 cc or larger must have a label indicating that the vehicle meets CARB emission standards and a manufacturer’s certification for on-highway use.

ATVs do not meet federal standards for on-highway use and cannot be converted.


If your OHV has a red ID plate, it cannot be registered for on-highway use.


Exceptions:


  • Motorcycles manufactured before 2005 with an engine size of less than 50 cc are exempted from emission label requirements.
  • Motorcycles manufactured after 2006 with an engine size of less than 50 cc may have a label indicating that they meet U.S. Environmental Protection Agency (EPA) standards for on-highway use in lieu of a CARB label."
P.S. I am very willing to use 49cc or smaller engine.

Re read the law. You missed it. You can operate anything below 150 cc on a bike as long as you stay on the road with proper equipment (horn, lights (both head and tail) sideview mirror, helmet.) and posses a valid drivers license of any class. Anything over 150cc needs to be registered once.

Hello, maybe I missed the boat on getting a CA plate for 2stroke as a moped. Is it only legal now for electric moped and no gas due to the bad time of history that we are in??

I am from another state and would just like the CA plate, regardless of electric or gas stipulation, as long as they still have a one time registration, I just cannot find the moped form on their dmv website at all. Has anyone else recently (since 2021) gone through this process ?

  • Also known as a motorized bicycle, a moped has 2-3 wheels and an electric motor with an automatic transmission that produces less than 4 gross brake horsepower.
  • Some mopeds have pedals so you can ride them when the motor is off. Show Citation 33
  • You must have a motorcycle license (M1 or M2) to drive a moped.
  • You must be at least 16 years old or older to drive a moped, and you must wear a helmet while you ride.
  • You do not need insurance to register a moped, but you do need special license plates and an identification card, along with a one-time $23 registration fee.
You do not have to renew your moped registration in the same way as you register other vehicles.

To get your bike registered in CA you will have to spend $21 to get your registration and license plate. There are no renewal fees or stickers, it's good for the life of your bike. To register fill out sections 1,2 and 5 of form: Reg 230, sign it, send payment and mail it to the address on the form----> https://www.dmv.ca.gov/portal/uploads/2020/03/reg230.pdf

When filling out the form use the serial number of your bicycle as the vehicle identification number (VIN). Also, since most of the 2 stroke 'china girl' engines have no serial number stamped on them when the DMV form asks for the engine serial number, it is acceptable to use the bicycle serial number and put an "E" in front of it in the spot on the form for engine number. "E" stands for engine. If the engine ever fails and you want to put a new one on your bike, you will not need to change your DMV registration. Leave the CA license plate spot blank, they will fill in a number once they assign one to you. Okay, that's it, send it in, wait 3 weeks, license plate and reg will arrive in the mail, no need to bring your bike to the DMV or anything, no inspections required.
