Is roller centering critical?

Does a roller have to be centered exactly in the middle? Can it be displaced to the side, or is centering critical?

It's not what I would call 'critical' but more important is tire to mount clearance. It appears that the left side of the tire is very close to the rack. It also looks like there are washers stacked on that one stud that could be removed which would allow the rack and roller to move to the left. Hard to give good information with just the one small photo but that's what I'm seeing.
