How much rust inside the rim is ok?

$50 Cruiser
These are from a 1969 bicycle I'm getting in operating condition for a fella. He wants all the patina he can keep. Can I brush these out, install new rim liners and be ok?

Thanks for any help, I'm really unsure.

Wire brush it clean and seal it with clearcoat to preserve the "patina"
Hidden areas anyway, right? Should not matter how it looks. The electrical stuff will need to be cleaned to work again probably.
 
LOL! You said it man! I thought that second pic was of the rim too, until I read your post. I'm seriously considering an aftermarket light with internal batteries, if I can find one that looks original-ish.

as long as the rust isn't eating away at the sides you should be ok with a good steel brushing.

i had an old crusty rim blow apart in my face when i aired up the tire, but it was far worse than yours.
 
SORRY, I would't trust it . WOULD you let your sister ride it? or ANYONE YOU really love, NOT ME bro. Rims are way too important. When a rim fails it's an EPIC failure. I would at least take it apart and inspect the spoke holes for rusted out metal. BUT, IT'S YOUR BIKE BUILD IT YOUR WAY.
 
Yeah fatdaddy, I do intend to take it completely apart, clean/ inspect, true and mount, if it's good to go. This bicycle will not have an engine.
