HF 79cc question for new build

Sometimes I wonder how much power the EPA/C.A.R.B. certification regulations and modifications reduce power as well as their effectiveness in reducing emissions.

The C.A.R.B. certificate for the 79cc lists the output at 1.4kW (about 1.9hp). Obviously a bit off of the max 2.5 rating as advertised.

According to the Techs at HF the intake is to be set at .008" and the exhaust at .012"
