help for four-stroke engine 142f

recently bought a 4-stroke engine the 142f, and given the little information I have received a technical doubts regarding the carburetor. What is the two latex tubes that are hung in the carburetor. Thanks help possible

Hello, thank you for your response azbill. did the engine assembly and did about 20 km and the engine stopped, ap's a fix that by checking the vent tube exits abundance gasoline, which meant my friend, the carburetor is defective, or is it just a cleanup, I need help, I'm not very knowledgeable in 4-stroke engine
 
needle seat has dirt in it or the float is bad. lawn mower shop can help if you cant. use a good fuel filter
