Grubee 66cc wont start

Hi guys! I've been through a ton of posts on your forum and I think I've narrowed it down but would like your assistance as I have a couple questions.

I've built the motor - installed it on the bike - and tried to get her to start but no go. It won't make the putt putt putt sound when I peddle with the clutch disengaged. However I do get the putt putt and the muffler pushes out air when I take the spark plug off and spin the wheel.

Is my clutch plate slipping under pressure with the spark plug in?

That's exactly what it was. I didn't tighten the nut enough originally on the clutch plate so it wasn't making full contact to turn the engine under pressure.
