First time motor issue - Flywheel

Hi all!
This is my first motorized bike project and I've been having an issue with my 25cc weed whacker engine, more specifically, the flywheel (I think that's what it's called anyway! haha). I can't seem to get the bolt off so that I can attach a bike peg, and unfortunately broke two fins off with a vice grip trying to. So, I have two questions: What is the best way to get rid of a stubborn bolt? And should I be concerned about the broken fins?
I have attached some pictures of the problem. Hopefully someone has dealt with this before.

do you have a piston stop installed to keep the flywheel from turning? I've removed the spark plug and stuffed a clean torn rag into the head to prevent the flywheel from turning. Clean the threads on the head to make sure no debris gets into the head.

The second video recommends whacking the shaft with a hammer to loosen the bolt - I don't know if this is a good idea.

Thanks for the help Chris, I'll give that a try when I get a chance. I did not have a piston stop in place, I tried to stop the flywheel turning by using vice grips, which translated into two broken fins. Bad idea, wouldn't recommend! haha
Now should I scrap the flywheel once I get it off the engine since two fins are now busted off? They don't look too important, but I don't want it exploding or anything. I'm fairly inexperienced. This is my first project.

Your going to need your flywheel for your ignition to start and run the engine. The broken fins are bad. Your flywheel will probably be out of balanced. Pull off the flywheel first to see what you have.

It may be possible to remove flywheel fins opposite of the ones that are broken to balance out the flywheel. Equal amount of metal would have to be removed. I am not experienced with removing flywheel fins, so I would seek another opinion(s) before you attempt.
