Engine wont rev down properly

I have a 2-stroke china kit and originally I was able to hit the clutch while holding down the throttle and i could let go and it would rev down quickly and idle, but recently even if im not putting any gas on while moving and hit the clutch it revs super high and loud, and i can make it idle normally when still and at slow speeds. Basically meaning in order for me to use the clutch how i want i have to slow down and wait for the bike to rev down for a sec making it go slower and defeating the clutches purpose, to disengage while riding.
My carb intake is sealed with electrical tape, and although i have no gasket on my exhaust nothing spews out. I am so lost, if you guys need photos ask

Try and see if the idle screw on the carburetor is to tight (flat head screw with a spring on it). While it’s idling, slowly loosen it until it idles where you want it

Check the idle screw on your carb and loosen it to your liking.
