Dutch Basket Wheeled-Kickstand

Is anybody familiar with the (Dutch postal delivery bike) basket setup in this pic? I suppose the basket is fixed to the frame, the small wheels function as a wheeled-kickstand, and the rider can flip up or down the small-wheel axle to the up or down position. (Is that correct?)
I need to devote some attention the my kickstand system, so I’m looking for ideas. My current unfortunate arrangement is simply using 2 kickstands, one add-on and one original.
The thing in the pic looks pretty cool. Maybe I can copy it.

I've changed the handlebars since this pic, but this is what I'm using

I'm currently replacing the roller. The thing requires a high ratio of service to riding, like 1 hour service for every 2 on the road.
