We'll you could get the air zound. Me and my friend are getting our bikes registered here in NJ too and we'll most likely be rocking out with the air zound. I'm sure it'll be fine with out a horn though. I'll let you know how it goes.
 
I had the Air Zound on my old bike...it was awesomely loud, but the valve seems to have broke. What is the dB requirement laid out by the DMV anyhow?
