destroyed wheel makes current bike not worth it

Can I ask how do you get those sprockets fixed onto the left side of bike wheel?

I think it is backwards. That adjustment slot that the pulley slides in is supposed to be angled towards the back not towards the front of the bike. The way it is mounted there really is no adjustment there to tighten the chain, it'll just slide in the same direction of the loose chain and not really tighten it. At least that is what it looks like in the photo.
