Clutch mandrel adjustment

I'm installing a new clutch shaft in my bike (49cc chinagirl) , but the inner mandrel looks too 'pushed in' . Does the clutch spring need to be compressed more?

Also, there's been a difficulty in getting the shaft in, I can't get both bearings pressed in enough, one always starts to come out when I start pressing the shaft in from the other side. This results in the clutch side bearing being too far out, and also somewhat covering the keyway for the clutch gear. How can I get both bearings pushed in, while also maintaining enough room on each side of the shaft to accommodate the drive sprocket, clutch gear, and their respective keys?
