Chugging along

I just built two cruisers w 50 cc motors they are both having lower end chugging.do I need to warm them up longer or could it be something else.maybe the angle I installed it.or is this just how 50cc motors are .any suggestions.

Could it also be the jetting

Most of these little engines will keep running better & better as they break in.
