My carb has the little lever on the side, with Chinese writing,of course

That's an "NT" carb. Raising lever engages the choke. All the way down is max air. You can see this easily if you pull off the airfilter assembly and flick the lever around.
Speaking of, make sure the choke lever screw is a little tight, so it doesn't flop around. It's been known to do that sometimes lol
