Change from iron liner to chrome plated liner?

Are there still new engines out there with iron linered cylinder bores for the HT engines? I realize that this would possibly mean that these engines are also bushing upper rod bearings, But I digress. I'm looking for a less revving, more bottom end torque in a 48 cc engine?

Or with all the new improvements is this a fool's errand?
