can you use 9v battery with 12 v lights

as i think i will need a licence plate lights for when i got a plate and registration and was wonder how to hook one up ,now i looked at these

if i wire the red/red and white /white will that work.??
it will be just for show as i never use them as will not ride at night but i got to have them on as for inspection .

and again can i do this with 9v battery or 8 1.5 batterys (to make 12v)and this headlight or any other head light for if my cree 5 lights dont pass inspection

something like this work as you see i not great with electrics and this is only way i understand them .

It'll work, though they might still stop you for insufficient light (the bulb will be glowing red instead of yellow/white).

Better is to go with LED lights.
There's plenty options for that, and your battery will last longer!

9-13V = 3 LEDS in series.
