Can you register a motorized bicycle to legally ride on roads ?

So, if I put working headlight, taillight, brake light, turn signals, etc... could I register my bike to legally ride it on the road?

ps. I'm in Louisiana

bikes are great in New Orleans.

Hey Don - I live near baton rouge but I work in harahan. I love riding my bike(s) all around the city. I grew up on the westbank - terrytown, belle chasse, algiers.

I'd love to get a new orleans motorized bike club going. I've sold a few bikes to people in new orleans, so I've got a few potential members.
