Bike won't turn over possible electrical problem...

Hi I'm new to the forum and also new to motorized bikes . I just gotta Schwinn Del Mar beach cruiser with an 80cc motor . I Love it having lots of fun on it but now it won't start. Tries to take carb apart and clean it out, test the float, carbs clean floats fine I think it's electrical I tested the magneto with my multimeter and it says 314 at steady. But the cdi isn't reading at all. Does the cdi need to be connected to the magneto to read the voltage coming from it or does it produce electricity on its own . ?Any tips, tricks, information anything would help thanks again in advance we any help is greatly appreciated.

CDI is most likely dead, replace it. It is a pretty common problem.

Yeah that's what I thought I put a new spark plug and new spark plug wire and still won't start up.
