Bike runs better when I turn off fuel valve ???

If you think it is too rich a mixture, also check for airfilter is not clogged. Visa-Vesa thing. Same difference. I used a foam airfilter and it did not work, could only run a few seconds and Sputter to stop. When I switched to a paper airfilter it no longer was choked. Given, I was mixing and matching parts that I had.
 
It's not a air filter I've tried two different carburetors with two different air filters same thing, I'm almost convinced it is bad reeds. I'll know whether or not soon
