back wheel locked up

hi i was riding my bike today and i was going about 30mph and the back tire locked up so as soon as i stoped i tryed to start the engine and even with the clutch in the tire goes freely feels like its not grabing to start the engine any suggestions please

It sounds like the chain might've doubled up or something to lock the wheel. Are you saying with the engine engaged, like normal driving made, the engine isn't turning over?
