A Nel Lusso question

Ok, on a huffy Nel Lusso the two small tubes beside the top tube, are they decorative or structural? I had an issue with fuel tank failure and to replace it bought the 4l tank because it had actual brackets rather than bolts sticking out to break and leak. Well the new tank will fit, looks good too, but the petcock sits too close to the right hand side tube forcing the tank to lean a little left I don’t like that tilt at all and was considering; if they are just decorative, bending the tube slightly or flattening it a bit to allow the tank to fit properly.
TLDR
Can I modify the side tubes on a nel lusso.
 
Bending or flattening the small tube a bit shouldn't weaken the frame.

Do you have a picture, and can you replace the petcock?
 
No pic atm, the petcock is just a symptom, it is the location of the actual outlet, if it were angled just a bit out it would be perfect,
