Here's a variable-rate flasher/strobe using LEDs available right now at Wal*Mart for $4.97!

Batteries included!

Comes with a locking stand that can be used as a mounting bracket.

Change the LEDs to high intensity red for use as a rear flasher.

It can be found in the Halloween section.

Five bucks, how can you beat that!? I will have to go back to the store and get a few more.
Maybe even power them off of the white wire from the engine...

can you tell it to be permanently on rather than strobing ?

It uses three 1.5 volt cells, so it runs on 4.5 volts.
The potentiometer control only offers a variable flash rate.
I took a look inside, and it has a little PCB with two or three transistors on it, so it' would appear to be a simple flip-flop circuit with the LEDs hung off one of the transistors. The four LEDs are wired in parallel.
It could easily be wired for constant-on operation by bypassing or eliminating the PCB and connecting directly to the LEDs via a current limiting resistor.
