2008 Ambassador With No Spark

I bought a new partially assembled Whizzer Ambassador in 2008 from Lizak Industries in Palmer, Massachusetts, and was never able to start it upon full assembly. The Lizak people were unwilling to help, and then Whizzer went under. A local shop tried everything they could, and found they couldn't get a spark going. Any ideas? I'm OK with engines and whatnot, but without a wiring diagram or similar info, this problem is just over my head. What a waste to have it just sitting for four years!
 
you coulda came by today and rode the NE5...I put 8 miles on it around here trying it out some
