If you're creative many things can be made to work. I have a shifter bike. Having multiple engine driven gears isn't going to give you a level ground full throttle higher max speed. What it will give you is a terrain varying gradient full throttle higher average speed. It'll also give you faster acceleration from a dead stop.

On my engine max horsepower is at 7000 rpm. If I'm in a gear at full throttle doing 7000 rpm (climbing a hill or on level ground), I'm not going to go any faster by shifting to a higher gear. What's going to happen is the increased load is going to cause the rpm to drop. It'll even slow me down some because the engine is no longer running at max hp rpm.

I shift by a tachometer. If I'm in a gear at full throttle and it's going way over 7000 rpm I shift to a higher gear. If at full throttle I drop below 6000 rpm I shift to a lower gear. This way I'm always doing between 6000~7000 rpm at full throttle regardless of the terrain gradient.
