1 problem fixed now still dealing with other one

hi guys can a motor run to rich i mean i see drips coming out of air filter and i took it for a short ride and i hear the motor ref up when i open throttle but it just seem to slow down and ref up not a constant rpm and still have a lot of problems going up even a small hill ......what supposed to be a fun thing is starting to become a nightmare for me.

oh and can this just be a carburetor problem/ adjustment thing

How bad are the drips?? Is it real fast, or is it just a drip or two??

If that's the best you can do to describe your problem?, there isn't much I can do to figure it out from this side of a computer screen...

ok the motor is still new almost finished my first gallon of fuel, when i am riding the bike it seems to have a lot of problems even getting up a small incline and today i saw when i stopped a slow drip coming out of air filter, when to motor is running it seems it keeps holding back i go full throttle and it speeds up and then it just loose rpm even when i run it with clutch in and go full throttle it seems to hick up same as riding it when i see other riders around here just fly up a hill it makes me wonder if there is something that i did wrong , now i just thought of something could the bolts on rear wheel be to tight so it makes the wheel harder to move....just wondering if that might have something to do with speed?
