Crooked front tire

my front tire is off it is facing towards the right and I cannot get it centered any suggestions?

It also seems your tire is not mounted straight but somehow curves- yes- it looks like your bars are off- if you simply cant get the wheel centered when it's straight otherwise you need to dish the wheel to one side by tightening down the spokes on the other side- many wheels are generally loose, and tightening spokes tends to roundness too.

okay I’ll check that out. The bike is an schwinn occ stingray so I’m not sure how to straighten the bar it is held on by two clamps but if their is a way to fix the handlebars on the occ stingray please let me know. Thank you.
 
That's a triple tree fork, right? If the height of the legs can be adjusted by loosening the lower clamp, you can straighten everything out. One leg needs to go up or down a little bit.
