hi how will i make a How make a Chain tensioner like this one in the photo

can i used a old derailer to make? or where is there a place one that i can?

Most derailer sprockets are made of plastic. They won't hold up to the stress of an engine drive chain. The photo you show is a steel industrial sprocket available at industrial suppliers. It will take some fabrication skills to adapt one to your needs.

A better alternative is a skateboard wheel. It will need to be grooved to fit the chain but most of the better ones have good bearings and are made of polyurethane that will wear well and run quiet.

will i mount the skateboard wheel on the bracket i have on my bike now it is this one here?

Derailer chain is slightly narrower than coaster type.
Idler sprockets are available from McMaster Carr.
I have welded sprockets to modified V belt idlers.
One suggestion: the strongest mount would bridge two sections of the rear frame instead of just sitting on one rail.
